Born
on the 10th of October in 1970 in the Ukraine.
He
finished in 1993 Saratov higher military commanding engineer specialized school
of rocket army and land army.
From
1999 till 2001 he studied in post-graduate correspondence course of the Saratov
University.
In
2001 he defended a candidate thesis on the theme “Military service of German in
Povolzhle and its influence on the formation of their patriotic consciousness
(1874-1945) for the search of degree Bachelor of historic sciences on the
specialty Native History.
Working at the candidate thesis Shulga I. I. Got interested in the history of
Ukrainians of Nizhniy Povolzhje and from 2001 he began to work out this them
actively.
Shulga I. I. takes an active part in the life of the Ukrainian fellow-country
men of Saratov; he is the initiator and the main creator of Website about the
history and culture of the Ukrainians in Nizhniy Povolshje “Zhovtij Klyn”.
